Copy of a letter, dated the 15th instant, Colonial Office, from the Colonial

to the Earl of Carnarvon, respecting
the local employment of a Gun Boat on the requisition of the Governor of Hong Kong for the special duties
connected with the Colony.
My Lordships desire more to state that they see much difficulty in the establishment of a Colonial Steamer to be officered and manned by the Colony, and although they
